Behind America's infrastructure stands an army of public works professionals who keep our communities functioning. But while they excel at building physical connections, their digital connections were falling short. The American Public Works Association (APWA) faced a fragmented digital landscape with 65 volunteer-managed chapter websites operating independently from the APWA platform.

This digital disconnection meant thousands of volunteer hours wasted on maintaining outdated websites. Chapter leaders struggled with inconsistent tools and platforms, while members experienced jarring transitions between APWA and local resources. For an organization built on standards and connectivity, this fragmented approach undermined their very mission.

Our discovery process revealed a clear path forward: instead of fixing each chapter site individually, we could create a unified chapter website system integrated with the APWA website. We developed a centralized multisite architecture on WordPress that gives each chapter their own distinct presence while maintaining brand cohesion. The shared content infrastructure allows chapters and APWA to cross-promote resources, while a standardized design system ensures accessibility and usability across all 65 chapter sites.
